San Francisco’s Chinatown has long been one of the most recognized neighborhoods in America. But for 32 years, tucked just outside its borders, a nightclub operated that had nothing to do with dim sum or open-air markets. From 1938 to 1970, the Forbidden City drew packed houses night after night, making it the most famous Chinese American nightclub the country has ever seen.
The man behind it all was Charlie Low, the son of Chinese immigrants. Low opened the Forbidden City in 1938, tapping into a circuit of Chinese American entertainment venues that had been building momentum across the country. These clubs, collectively known as the “Chop Suey Circuit,” catered to a mostly white audience eager for something new and visually exciting. Low understood that market and built something that went far beyond novelty.
The club sat just outside the main stretch of Chinatown, giving it a slightly separate identity from the neighborhood itself. That placement was deliberate. The Forbidden City was meant to feel like a destination — a world unto itself — and from the moment patrons walked through its doors, it delivered exactly that.
The performances at the Forbidden City covered a wide range. Singers with strong, trained voices shared the stage with dancers in elaborate costumes. Chorus lines performed tight, choreographed routines. Magicians worked the crowd. Strippers were part of the lineup too, as they were in many nightclubs of the era. The range of acts kept the program fresh and gave the club a reputation for genuine variety entertainment.
What set the Forbidden City apart from many other venues of its time was who was performing. Hollywood and mainstream American entertainment in the late 1930s and 1940s offered almost no real opportunities for Asian American talent. Racial discrimination kept most Asian American performers out of film roles, radio contracts, and major concert stages. The Forbidden City became one of the few places where that talent could be showcased front and center, on its own terms.
Performers who worked at the club weren’t playing background roles or filling supporting parts. They were the headliners. The Forbidden City gave Asian American entertainers a stage where their skills — their dancing, their voices, their comedic timing — were the entire point of the evening.
When World War II began, the club’s location in San Francisco became a major factor in its popularity. The city was a primary hub for military activity on the Pacific front, and thousands of troops passed through on their way to or from deployment. Soldiers and sailors on leave poured into San Francisco looking for entertainment, and the Forbidden City became one of their go-to spots.
The wartime crowds gave the club a packed, electric atmosphere almost every night. For many of those service members, a night at the Forbidden City was one of their clearest memories of San Francisco — and of the war years in general.
Hollywood celebrities also made their way to the club regularly. The Forbidden City earned a reputation as a place where stars came to be entertained rather than to be seen, which only added to its appeal. Charlie Low himself became well known in those circles. His skills as a host were widely recognized — he was attentive, charismatic, and genuinely good at making guests feel welcome, whether they were off-duty soldiers or major film stars.
Low’s management style kept the club running smoothly through decades of change. American nightlife shifted considerably between 1938 and 1970 — musical tastes evolved, cultural attitudes changed, and competing forms of entertainment multiplied. Through all of it, the Forbidden City remained a fixture.
The club’s success was not limited to its own four walls. The Forbidden City’s profile inspired the creation of similar Chinese American venues in other cities. The Chop Suey Circuit expanded in part because the Forbidden City showed that these clubs could draw large, loyal audiences and sustain themselves financially over the long term.
Within San Francisco’s Chinese American community, the club served a different but equally important function. It created a gathering point — a place where a community that faced significant discrimination in housing, employment, and public life could see its own people celebrated and applauded. That sense of visibility and pride carried real weight.
The performers themselves formed a tight professional community. Many of them spent years working the Forbidden City’s stage and built careers in entertainment that would otherwise have been nearly impossible to pursue in mainstream American show business. The club functioned as both a training ground and a launching pad.
By the 1960s, the entertainment landscape had shifted dramatically. Television had changed how Americans spent their evenings. Nightclubs across the country were struggling to compete, and the Forbidden City was no exception. The audience that had filled its seats during the war years had aged, and younger crowds were drawn to different kinds of venues and different kinds of entertainment.
The club also faced a changing cultural moment within the Asian American community itself. By the late 1960s, a new generation of Asian Americans was pushing back against the kinds of performances and presentations that had defined the Chop Suey Circuit era. What had once felt like a platform for pride began to be viewed differently by some in the community.
Charlie Low closed the Forbidden City in 1970. The club had run for 32 years — longer than most nightclubs of any kind manage to stay open. Thirty-two years of packed shows, headline performers, celebrity guests, and wartime crowds.
