In the 1970s, pollical stability was gradually restored, and the country became more and more mainstream as center-right politicians came to call on Mao in Beijing. Agricultural production was declined in 1972 but increased at the end of the decade at an average annual rate of 3.8 percent. In 1975 Chinese government also imposed rules for maximum family size in cities: two children, in rural areas: three to four children.
